Reality Strikes Bureaucrats: Trained disaster response force hobbled by lack of equipment

OK, so here's a prime example of why the Realist Cult is necessary. In South India, they trained people without equipment:

... While over 8,000 personnel drawn from different paramilitary forces have been undergoing stringent training for the past two years, they will not be in a position to be deployed in the event of a calamity, natural or otherwise.

“More than 180 different kinds of specialised equipment are required for the new force, which is expected to tackle all kinds of disasters - natural, nuclear, biological and chemical. The Home Ministry has not even started the process of procuring the equipment,'' disclosed a senior official...

Sounds like the mysterious senior official is a Realist. Generally speaking, when embarking on training a finite number of people, one should order the equipment that they will need. A bureaucrat would talk about balancing budgets, prioritizing funding, and that sort of stuff.

But the reality is that if you know you are training people, and you know that they will need equipment, the logical conclusion is that you should order the equipment, at the least. The original problem has gotten lost in the solution, which is a sure symptom of Bureaucracy.
