Two Suggestions.

The first suggestion is to open discussion with your neighbor before your tone becomes too angry. This can lead to an amicable solution and maybe even a better neighbor.

The second suggestion is to speak with a local lawyer and find out about your legal rights and process. Laws vary around the world, and because of that the legal rights you have depend on where you are... so the lawyer is the best answer - and maybe should be the last alternative. If and when you get to litigation - you no longer have a friendly neighbor. And that could be as damaging as what you are describing...
